Adding users when creating the list

What did you expect to happen?

The newly created list have users I added

What actually happened?

The newly created list is empty. I have to edit it to add them again.

Severity

I cannot use it as easily as I'd like

I have double-checked and have not found this issue mentioned anywhere.
