static/images/banner: use fully transparent default

This matches the visual appearance we had for
over three years before 0b049c3621
retored the previous, grey default banner.

The grey default often clashes with custom themes
making text hard to read or just looking out of place.
Since we must provide something per Masto API though,
let’ſ sjust use a fully transparent image.
