both misskey and mastodon have the concept of a "signed fetch only" mode, in which public objects/collections do not allow anyone but other instances to fetch them.

whilst it is entirely in scope to relay public statuses around, and thus this will not fully solve the issue, we should investigate how difficult it would be to ensure that AP doesn't get fetched unauthenticated
