this is the first step in adding roles

admin-fe is cool and all, but we don't want that to be the only possible way to configure the system. without admin-fe, one cannot run configdb at all

there should be a static alternative provided by the system (similar to masto's admin stuff)

motivation for prioritizing this now is that admin-fe is becoming jankier and jankier to maintain, and cannot be built on modern nodejs. so let's obliterate it sooner rather than later
