given how many people were happy when they thought they could react with remote emoji (because pleroma-fe is a mess), we should support it

modify the resolution of emoji via allowing specification of shortcode@instance on the react endpoint, which should check the currently applied reactions for a matching one.

this should be equivalent to fedibird's implementation and keep things nice and smooth between the two
