What were you trying to do?

When I search for users in threads.net domain, akkoma returns no results, but Mastodon and Misskey do

What did you expect to happen?

threads.net users should be visible. It seems this bug is inherited from Pleroma because it's missing an "outbox" actor: https://git.pleroma.social/pleroma/pleroma/-/issues/3219
