This makes it so that enabling InlineQuotePolicy MRF will generate a link to apps and other frontends, but not render the link in akkoma-fe. This looks nicer, I think other Akkoma users will appreciate it, and sfr was going to send this anyway so I figured I'd do it.

This also lets us just set the MRF to enabled by default with no downside, if you wanted.
