Per the ActivityPub spec:

Servers SHOULD NOT deliver Block Activities to their object.

Currently Misskey does send out Blocks. The receiving instance can therefore know who is being blocked by whom, and possibly set up some sort of notification of these blocks.

FoundKey instances should at least have the ability to disable sending out Block activities, if not just outright not sending them out at all in the first place.
