Give users an option whether they want to automatically request a follow from a moved-to account if they followed the moved-from account before. Maybe best located next to the setting to automatically accept follow requests from people you follow?

Blocks/mutes will be transferred if #383 is implemented. There is no option to enable/disable this behaviour, they are always transferred.
