Following of certain accounts never goes through #398

When following certain accounts that don't already follow me on my instance, the follow never goes through, instead being stuck on "Follow request pending" forever. This happens with users on several Pleroma instances as well as the flagship Misskey instance (misskey.io). Unfollowing and attempting to refollow the account makes no difference. If the account follows me first, I can follow them back in most cases. No errors relating to the follow appear in either the browser console or any other logs I've looked at on the server.

I attached an example of what I see on my end when this happens. This might possibly be fixable by #350 too?
